INF error - VGA driver not found

I'm having a problem trying to install windows 2000 on a Toshiba Satellite L25 using an ATI RADEON XPRESS 200 Series display driver. I've downloaded the latest drivers as well as used the drivers that came with the laptop but to no avail. I still get this error "INF Error - VGA driver not found". It then proceeds to advise me to load a standard VGA driver before continuing, but nothing has helped thus far. Googling I found lots of questions from 2002/2003 but clear solution for implementation for my case. Any help is appreciated.
