Increasing IDE controller transfer rate

I have a HP Brio BA600 pc (c.1999) that has a Vectra VEi8 mobo whose IDE controllers are rated at ATA/33. I recently installed a Powerleap PL-ip3/T (1.4 ghz) cpu and Quantum Fireball 7,200 rpm. 30 Gb hd and 40/80 Ultra ATA cables all of which work properly. Is there any way to increase the controller's transfer rate on this mobo from ATA/33 to ATA/66 to realize greater potential from these upgrades or is my only recourse to install a seperate IDE controller card in a PCI slot to accomplish this? Any info. would be greatly appreciated. Thanks.
