Does it matter if you plug the blue end into the mother board or other device like cd rom or rewriter, thank you

It does, for sure. the blue end goes into the motherboard.

It doesn't matter which end goes where. It is just blue so those that are not technical know where to plug the cable in. An IDE ribbon cable is the same on both ends, no matter what the color is. Not all IDE ribbon cables are colored on one end. Just remember that.
