IDE cable disables hard drive

Just wondering if anyone has ever experienced this problem. I plug in the power cable to an IDE drive (molex plug) and turn on everything, and the hard drive spins up. I plug in the IDE cable to the hard drive, turn on everything, and this time the hard drive doesn't even power-on, and I can't seem to figure out why. Would a bad IDE cable be causing this problem?
