IBM thinkpad laptop not booting at all

Specs: Windows XP
the laptop will boot when it's plugged into the wall and the battery is out of it. I have replaced the battery and still doing the same thing

Then I assume some issue with the battery charging circuit. Either some connector is bad or the daughter board is bad or could be some issue with acpi/apm. Might be some bios issue but I doubt it. I'd check the voltage on the battery. Could even be that the battery out to power section has failed.

Why did it take me over a year to phone in a problem to ATT?
