IBM Thinkpad Akku

Got an IBM Thinkpad T23 (Model 2647 LG9) for which i bought a new akku.
Now when i do load the akku (i loaded the whole night), the powermanagement program of IBM (newest update) is telling me that the akku is just 72% loaded...
i had such a prob with another akku too :/ (with about 85% loaded)
is it a software prob? or is there a prob with my laptop?

beware of wot's soft tells, on every laptops u see for example 1hour left and it shuts down 15mn after...A brand new accu is fully operating after 1 or 2 full charge/empty
