IBM Netvista booting (loop) problem

There are several old posts on this forum about booting problems with IBM NetVista PC's.
I have had the same problems and found the culprit. The rebooting loop is being caused by a problem with bad capacitors on the motherboards. Apparently it's a BIG problem for IBM and they are keeping it very quiet. Only after several calls to them and finding the problem myself and confronting them with it, would they offer to help (although they would not admit to having larger scale problems).
