What you mean by still on?
Does the power light on the monitor change color (standby)?

Yeah if you mean the monitor LED has gone from green to (probably) amber then the monitor has shut off the screen but remains on standby which would happen if you turned off the computer but did not press the on/off monitor button. Windows can shut off the computer without you touching the computer power button but the monitor is a separate device.

If it's a desktop, you shouldn't be using standby. Or hibernate. Response #1 is the way to go. Re-configure your power option settings.
