Specs: Windows XP
i shorted out what i thought was the power supply so i took out the power supply from another computer and put it in the the one that wouldn't start. that did not work so i put it back in and the other computer wouldn't start. i bought a another motherboard and power supply and everything is working fine. if i put my old motherboard back into the case and the new power supply can i burn anything out

Really hard to tell. Usually you can't easily burn out a power supply. A motherboard is easy to destroy.
At this point, without any advanced testing tools I guess you have no choice but to trial and error by using the smoke test.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

It is possible for a faulty motherboard to destroy a power supply. Good quality power supplies have protection circuits to prevent damage in the event of a short circuit on the motherboard.

Cheap power supplies do not have these protection circuits so when a short circuit occurs they burn out. A case where the cheapest in not always the least expensive.

As Jethro says, without expensive test equipment there is no way of telling.

I agree with the above.
To get UL listing (and/or equivalent approval), the power supply must not be able to burn your house down. This means that it does not matter if a fusable link, an electronic component, a circuit breaker, or an old fashion fuse breaks the circuit to stop the current flow to prevent a fire, it just MUST do it consistently. A quality product should be made to survive this to be used again, but cheap is cheap, and they may be able to sell you another one some day.

You have to be a little bit crazy to keep you from going insane.
