Staticice brought up this motherboard for US$61.75 :

http://www.pcrush.com/product/Deskt...

They have international shipping provisions.

The downside is no integrated graphics, but depending on your intended usage a cheap card might suffice.

It is also a micro-ATX motherboard which basically means it has a small form factor. There are only 2 RAM slots, so this would need to be taken into consideration, although it is capable of handling 16GB.

The board is new so comes with an I/O backplate.

If this board sparks your interest it would be advisable to contact them before passing any online form of payment to confirm availability, discuss shipping cost and your warranty and return rights:

The i3-540 uses the 1156 socket & has built-in graphics, so as long as you're not a gamer, you won't necessarily need a video card. DDR3-1333 would be the preferred RAM. Unfortunately, the 1156 socket has been phased out & is pretty much a dead-end. Sites like newegg & tigerdirect don't even carry 1156 boards anymore so you're going to have to do some hunting.

EDIT: I found some boards at the following site, try to get one with a backplate:

Hi,

If you don't mind me asking, where abouts in the world are you?

Sourcing an 1156 motherboard will be easier if we know because the chances are much greater finding one through an online retailer. Most only ship locally.

I'm in Canada, i'm not sure if the above mentioned site will get me anywhere (shipping wise).

I also hope for one with a back plate included, so no hunting around.
