Windows XP through Windows 7 can handle all of that for you.
If you prefer you can use a utility from the hard drive maker that is written for just that purpose. You can download it from the respective site and burn to disk or install to flash drive.
When booting to the Windows installation disk you need to choose custom install in order to end up with multiple partitions.
WinXP can't natively configure SATA hard drives.
