I have installed 2 SATA drives and while installing XPPro, I hit F6 and put the drivers in Drive A after it completed it asked if there were any other devices that needed special drivers,(something like that) and I clicked enter to indicate no. I thought that I would only have to load the drivers one time and that would take care of both drives. Only one drive shows up in XPs Disk Manager in Admin Tools. Was I supposed to load the drivers in A: drive again?

sometimes you may have to install the drivers twice. try installing them again if possible.
I would recommend to check your connections again and see if may be one of the connections of hard drive is loose it may be either the SATA cable or the power cable. also try switching cables between the two drives and see what happens.
hard drives not detecting is a very common proble. make sure u restart your PC after u do every change
