1. Try various CDs and DVDs media to see if ANY read at all.

2. Try a CD/DVD laser lens cleaner: http://www.amazon.com/Allsop-56500-...

3. See if there is a firmware update for that CD/DVD ROM device on the PC manufacturers website.

If those don't work, the DVD/CD ROM could be bad or have a bad cable connection.

Just another stupid saying...

"...IT GETS POWER AD EJECTS,BUT IT WON'T SPIN ..."

If it ejects and retracts it's tray but the motor won't spin disks, the motor's bearings are seized.
Optical drives only need power to be connected to them and for the computer to be running in order for them to be able to eject and retract the tray and to able to spin a disk at least briefly when you insert one.
Optical drives have cheap sleeve bearings in their motors that eventually deteriorate to the point that the friction in the bearings becomes so bad that the motor can no longer spin a disk at even 1X speed (legacy audio disk speed), or the motor won't spin at all.
That's the most common reason an optical drive becomes un-usable.
Replace the drive.
