I can't Initialize external hard drive

I'd formated this drive Internally on a PC that has Windows Vista. Now that I'm trying to run it as a external it wont initialize on ether the Vista or XP. Any Help.

If drive is OK, (return to machine to test) then we would assume it to be jumper settings, enclosure, cables, or drivers if any to use enclosure.
