I cannot access my bios settings

Specs: Windows XP, Intel dual core 6600/ 4gb dual
after my computer froze and my mouse would not work when windows started I reinsalled XP by using tab function on keyboard to run XP disc & overwrote XP on my C drive partition. Since then I cannot access the bios settings at bootup even though I am pressing consatntly the correct keys "del" or F11 as instructed on the bios screen page. The bios screen shows ok & XP starts normaly but it would appear the keyboard (tried both USB & PS2 types) are disabled until XP starts. Any help to resolve problem appreciated.

Power off. Open the case. Remove CMOS battery. Wait 30 secs. Replace CMOS battery. Close case. Power on. Did that restore CMOS to defaults which should have keyboard enabled?
