HP/Compaq 7100 won't boot - power light blink

Hewlett-packard Compaq dc7100c desktop

Specs: Windows XP Pro, Pentium 4 - 1GB Ram
I have a refurbed HP/Compaq 7100 - from a cold boot, the startup protocol runs for 10-15 seconds - the computer makes four loud beeps, the power light blinks continuously, and everything shuts off (except the blinking orange light) - the CPU fan appears to rev up (like an airplane engine) right before everything shuts down. The machine flat out will not boot up at all and shuts down every time. The beeping stops after four beeps, but the power light continues to blink. Have opened the box to make sure the memory, etc. was seated correctly. What could be going wrong? Thanks!

There may be info about the beeps in the Maintenance manual for the model if one is available for your model or model series on the HP web site, but "HP Compaq 7100" is not enough info - that can be one of several different computer series.

Go here:

Scroll down a bit and look at the label.
You have a similar label on your computer.
Tell use what the p/n number is (Product Number).

When did the computer first start having these symptoms ?

Have you installed a video card in a mboard slot that wasn't in it previously ?
