HP Scanjet 8350 Not Turning on Correctly

Specs: Windows XP Professional SP3, Pentium 4 @ 3.2 GHz / 4 GB
Hello All,
I recently purchased an used HP Scanjet 8350 Scanner. My problem is that the scanner doesn't turn on properly. After you plug it in and flip the power switch, the power button light, the black and white light, and the color light turn on. The LCD display doesn't turn on, and none of the buttons respond (even the power button. There is a power button and a power switch). My computer doesn't detect the scanner when I hook it up through USB. The only way I can turn off the scanner is by flipping the power switch on the scanner. The backlight in the flatbed part doesn't turn on. Sometimes the unit won't power on unless I unplug it for a few minutes then plug it back in. Any help is appreciated,

Did you see it working properly before you bought it?

You have to "unlock" the scanner's lamp-carriage as part of setup procedure, otherwise it won't scan.
If it was already unlocked when you bought it, that might have damaged the lamp-carriage because you aren't supposed to carry the scanner anywhere with the lamp-carriage unlocked.

No, I haven't seen the scanner working correctly before. How do you unlock the carriage? I searched the manual and couldn't find anything.

The place I bought it from has "All sales are final," posted. It doesn't matter though, because I got it for $15.
