hp pavilion dv6700 keeps powering on and off every 10 seconds and the screen remains blank. What is the problen and the solution?

In most systems the power-on switch operates when momentary contact is caused by pressing it. In cases of system lockup, when normal shutdown cannot be performed, press and hold the power button for about 10 seconds triggers instant shutdown. If that switch is faulty and is in a constant state of contact then the system would shut down and reboot at the kind of interval you mention.
I have no idea how easy/difficult it might be to repair/replace the switch on a laptop. Suggest it might be a job for a trained tech.

Check the Slide Lock for the Power switch. If the Lock is engaged with the button depressed it would act the same as a stuck switch.

This usually happens accidentally and prevents the Laptop from starting but under the right circumstances it could lock the switch on.

The Lock may be difficult to see unless you get it at eye levle. It's supposed to prevent accidental Power On but it's just plastic.

There is nothing to learn from someone who already agrees with you.
