HP OmniBook XE3 battery

My 9-cell Li-Ion laptop battery is supposed to provide about 4 hours of life, and recharge in about 2 hours with the system off. It did this for a month or two when it was new, but it rapidly dropped off to about 1 hour of life, and I just noticed that the battery meter reads 100% after under an hour, even with the laptop turned on.
Is the battery just crap, or is there a way to fix this? Or is it a problem with the laptop itself, not charging the battery fully?

sounds like its still under warnenty? if so get on the makers case and get them to fix it.sounds like substanderd battery or your chargrs not putting out.
