Is there a way to have my CPU at its max speed at all times? I ahve noticed with different programs that sometimes my core are anywhere from 800mhz to 2000mhz...

Plug it in rather than running off the battery. Otherwise you can enter the BIOS & disable Cool 'n' Quiet, but be aware that the battery life will suffer.
