Howling CPU

Specs: Windows XP
CPU howls intermittently for minutes at startup. E machines w 3650. not fan, not power source, cleaned, lubed (cautiously). still howls one in three start-ups. Quits howling in two or three minutes. Unplug fan, (very temporarily) still howls. Vibration felt at fan housing, Still not fan. Can the cpu howl?

There is a fan inside the powersupply and sometimes another on the graphics card.
Your CPU cannot howl. A CPU is processing chip attached to the motherboard of a COMPUTER. It is usually located underneath a heatsink & fan. The fan may howl. A hard-drive may howl (if it is faulty and about to die). The only sound ever made by a CPU is the crackle they make when they burn out because the howling fan was not replaced soon enough.
