how to test a pc power supply

Specs: Windows vista
My HP m8000 PC will not power up. I have checked on/off switch with multimeter and found to be OK.
AC mains power is OK has I can see green diode light on rear of PC go on when plugged into AC mains.
I suspect that the power supply is gone but would like to be sure before purchasing a replacement.
Can anyone help with instructions or further guidance.

There are plenty of web pages. Search for test power supply paper clip.

Why did it take me over a year to phone in a problem to ATT?

Jumpering green to black will allow the PSU to power up without being connected to the motherboard. Voltages can be checked with a multimeter but even if the voltages are with tolerance, the PSU could still be bad if it can't deliver the required amperages.
