Specs: Windows Vista
The clock in the task bar does not synchronize with the windows time server. I tried to sync with the regular menu even adjusting for time saving but it stays frozen.

So you can't adjust time the normal way from within windows? You can open a command prompt window and set it using the DATE and TIME commands. Or your thread heading asks about changing the time in the bios. Just open bios setup and enter the time you want.

But as already mentioned, start by putting in a new battery.

You may need to set the date & time in the BIOS (setup). Then you should be able to change the time in Vista.
