How to remove tortoise speed ?

I have a P-III computer having Processor of 1 GH & Mother Board of 810(e)-Tualatin with Award Modular BIOS v6.00PG, an Energy Star Alley,40 GB HDD and 256 RAM. But peculiarly it runs just like a P-II computer & speed is very very slow both in Win98 & WinXP. NO VIRUS IS FOUND AFTER SCANNED BY ANTIVIRUS; ALSO FORMATTED AND RELOADED O/S, BUT IT REMAINS AS SAME AS EARLIER.
Another peculiarity is this that at the time of POST, the computer shows the Processor as 1.3 GH. But after opening of O/S when I check it shows as 1 GH.
When I tried to connect a cellphone or a camera, the computer remained always hanged.
Anyone will advise me how to load the speed of 1GH please ?

i am wondering if some settings in BIOS/Setup are wrong, like the cpu cache being disabled, or ram settings wrong. (some computers have a limited bios/setup where not much can be fiddled with and some have very extensive range of settings).
You could try putting the bios/setup settings back to default settings to clear any wrong settings. After that, you might have to set the cpu speed (fsb and multiplier) correctly in the bios, some do this automatically.
