How to reformat if CD Drive is not working?

Specs: Windows XP
I use a Dell laptop and would like to reformat it as it has become very slow. The problem I face is that my CD drive is not working. I understand that this is the only way to reboot my computer? Can I use an external CD drive? will the computer be able to detect this hardware on start up? Or is there any other way I can reformat my computer?
Pls advice. Thank you.

If it's fairly recent (I note you've put 'new' in your laptop description(?) ) then check the boot options as the system is starting & see if USB CD drive is listed, in which case you will be able to use an external drive.
