It depends on why it froze. If you restarted it and nothing showed on the screen--no logo, no posting screen and no error messages then you've got a major problem. (If you are getting something on the screen post back exactly what it's showing.)

You might try removing the hard drive and then starting it up. If the problem is the hard drive then you should get the normal posting process and then an error about 'no boot device' or something similar. If it happens that way then you'll need a new hard drive and a fresh OS install on it.

If the screen is still blank with the hard drive removed then you probably have some internal not-easily-repaired problem.

It might be simpler than that....
If you are not actually shutting down, did you try holding down the power button for a full 10 seconds until it shuts down, waiting 30 seconds more to be sure the memory has cleared, then pressed it again to start it up.
If it still does not shut down, unplug and remove the battery on the laptop, replace and start.
If it is fully off and will not start, try powering it on with the power cord but no battery to make sure you do not have a battery failure.
If not, then certainly the above (reply #1) may be a possibility.
