If the amount of RAM reserved for graphics can be increased, it will be in the BIOS Setup options, but there is an upper limit beyond which you can't go (I don't know what that limit is as it varies on different laptop brands).

To get into the BIOS Setup you need to look at the Dell splash-screen when you boot up. It should say at the bottom Press X for Setup, where X is replaced by the actual key you need to press and hold.

Bear in mind that because system RAM and graphics RAM is shared, the more RAM you assign to graphics means less RAM for Windows & applications.

Increasing the video memory is unlikely to help much if any. The real problem is the poor performance of the Intel graphics system and there really isn't anything you can do about that. Laptops are not game machines.

Increasing the amount of memory used by the graphics will NOT improve gaming performance. Your problem is NOT graphics memory, it's the crappy Intel graphics processor. So unless you can change that (which you can't), you're just wasting your time. You need a new laptop. Decent gamers start at about $1000 & go up from there.
