Depends, is the hard drive recognized by the bios system??? If the hard drive is not recognized by either the bios or windows recovery can be difficult. If the hard drive is seen in the bios but not in windows using a program such as Recuva or PC files inspector should be able to recover the data.
First check the HDD, if it's phisically dead, and the data is very very important, you have to find another live similar disk, and replace the mobo (machine board) of dead with the live one and recover the data
