That is almost certainly a scam so don't even touch the icon or phone the number.
Firstly download MalwareBytes from here (green button top right):
Before running it go to "Settings > Detection and Protection" and put a check mark in "Scan for rootkits"

Next download and Save ADWCleaner file from here (blue button near top):
Go to the file you have download, double click it and run the Scan.

Copy/paste both logs on here (probably easier to make them two separate responses). Even if either of them fix the immediate symptoms you are likely to need to do some more checks to see if your computer is clean.

I googled that phone number as I do with most unknown numbers and it seems to be associated with something called Drakons Club which might be legit. It looks to be one of those unnecessary computer support sites. I'm guessing if it is legit then either you've been there previously and used their services or some over-zealous employee is sending out fake alert malware to guide people there.

In any case the fake alert is the infection and the scans Derek recommends should get rid of it.

We really need you to Copy & Paste the contents of the logs in your next reply, you will not be clean yet.

If you misplace your log, here are ways to find.
(Export log to save as txt)
After the restart once you are back at your desktop, open MBAM once more.
Click on the History tab > Application Logs.
Double click on the scan log which shows the Date and time of the scan just performed.
Click 'Export'.
Click 'Text file (*.txt)'
In the Save File dialog box which appears, click on Desktop.
In the File name: box type a name for your scan log.
A message box named 'File Saved' should appear stating "Your file has been successfully exported".
Click Ok

You can find the logfile at C:\AdwCleaner[S1].txt

I had this problem on my brother's PC. Traced it to a program called 'PCTuner', essentially scareware to make you think your PC is in desperate need of help.

Luckily it's pretty easy to uninstall
