how to convert raw file system to ntfs

Specs: Windows Vista, 2.2Ghz
I bought a WesternDigital green1.5TB internal HD 64MB buffer. I've done formatting it under windows disk management and it says "1397.26GB RAW, Healthy(Primary Partition)" and when I tried to access it from window explorer in wont acces it but it promp for me to format it and so I did but when the format was over after 12hrs it just says "windows was unable to complete the format" I did this 3x and the same thing happen. cant get help from WD support been waiting for a week. please help

Here's a clue.
Go back into disk management.
Delete the partition you created and then create new partitions. On a 1.5tb drive I would suggest three or more.
Then format the smaller partitions.
