Specs: N/A
I have a cable internet connection at 128kbs. My computer has a 56kbs built in modem. Why is my 56kbs modem not running at full capacity. If my internet speed is more than 2x that of my 56kbs. Please help me understand how it all works.

If you have cable, you don't use a dial up modem. You connect an rj45 cable from the cable modem to your computers NIC card. You should have a megabit connection with cable, not a 128 kilobyte connection.

128 kbp sounds like ISDN. For that you need an ISDN Modem that is different again from a 56k Modem and a Cable Modem.
