I want to burn a Dowloaded avi file to a DVD. But i'm not sure if you just go ahead and burn it or if you have to convert the file over to something else to get it to play or what.

You can just copy it to a DVD and will be playable by a program like Windows Media Player.
To make the file playable by a DVD player, you need to use a program that will convert it to the DVD format.
A couple of examples are Nero Vision Express and Ulead DVD Movie Factory.

A stand alone DVD player needs the file in the MPEG2 format plus proper header information.
