If Windows tries to start then you motherboard is not bad. Most likely you just have a corrupted installation. Post any errors you get and describe what happens when trying to start Windows.

ask if i want to start in safe mode or regular i have tried safe mode and regular it looks like there are no drivers

do you think i need to reinstall my operating system if so i do not have the cds do you know where i can down load to a cd the operating system

You need to post the exact error that you see on the screen.

Plus it would help to post the brand, model number and anything else you can about the hardware in the machine.

emachine T3624 there is no errormessage just tries to start windowsXP then goes right back to start up mode

Try press F8 after powering ON the PC and wait for the startup menu to show and select the Last Known Good Configuration.
