I have an old laptop hp nx6325 with 2gb memory and xp. I would have thought it was possible to get smooth flash playing as my laptop can handle some older games like quake 2 with everything switched on full.......
flash is a demanding resource hog, especially on your cpu. I have a amd athlon xp 2000, that at times has problems with flash videos and, its usually due to it being maxed out at 100%. Could experiment with light weight Linux distros. Other than that run xp as light as possible.

Quake 2? Wasn't that released in the mid 90s? Are you having trouble with Flash video or Flash games? From what I've seen, YouTube's Flash-based player requires a DirectX9c video card (with shader model 3 support) to enable basic hardware acceleration under Flash 11. A video card with an MPEG-4 decode block is required for full hardware acceleration (so basically any DX10 or later video card/IGP).
And stay far away from Linux if you're after decent Flash performance.
