Specs: Windows 7
When i format my 250 gb hp laptop hd it shows up as 223 gb and it also gives me a second partitionlike hd for hp files. i don't want the second part. i want to have the full hard drive a regular hard drive.I'm not going to use this hd in a hp machine. i just want to use it as a secondary hd in another computer. so i don't need the hp files.

The second partition is the HP restore partition. Leave it alone.
As for the remaining space the formatted size sounds about right.

This is an old topic. Drive makers measure GB as 1000mb and MB as 1000 kb
Windows does it's measurements using binary system where mb = 1024kb and GB =1024mb.
Therefore the reported size in Windows is always about 93% of the "advertised" drive capacity. You also lose a bit in formatting overhead. You cannot get 250mb of usable drive space out of a 250"mb" disk.

I imagine you can delete the partitions in disk management. But a 250 gig drive will show as a little less than 233 gig so the additional partition is about 10 gig. Maybe it's not enough to worry about.

When you install Win 7 apparently a small backup partition is created.
