Go to Device Manager and disable the webcam.
It will be listed under Cameras or similar. RIGHT click on it and choose Disable

(Where is Device Manager in Vista and Windows 7 ?

Double click on the Computer icon, click on System properties in the top bar, Device Manager is on the left.)
....

Go to Control Panel - (Classic View) - Sound - Recording
RIGHT click on the listing for the microphone, Disable it
Click on OK at the bottom of the Sound window.

or

RIGHT click on the speaker icon in your Taskbar lower right.
It may be hidden - if so click on the < at the left side of the icons to reveal it.
Choose Audio Devices - Recording
RIGHT click on the listing for the microphone, Disable it
Click on OK at the bottom of the Sound window.

By the way......
- your webcam isn't on unless you're using a program that can use the webcam.

- your built in mic isn't on unless you're using a program that can use the mic,
unless you have un-muted the mic's volume control in your sound mixer settings - in that case it's always picking up sound.
The mic volume is supposed to be muted all the time in your sound mixer settings, and it is by default, when you aren't using a program that can use a mic. The program that can use a mic will un-mute it's volume when the program is running, and mute it again when the program is not running, automatically.
