You'd need to start over with the formatting.

However it sounds like maybe you're misunderstanding the word 'formatting' and really mean 'installing windows'. Well the installation may continue where it left off or it may not. Factors determing that are where it was in the installation process when power was lost and what OS you're installing. But if it did lose power it'd probably be best to start over anyway.

Just to expand on what DAVEINCAPS said., formatting is the preparation of a storage medium to receive data. Tracks and sector boundaries are laid out and the file system is established.

With windows a disk has to be formatted before it can show in Windows Explorer and Windows allocates it a drive letter. At this stage the drive will show as empty.

So when people say they want to format their hard disk when they really mean, install the operating system, it can get a bit confusing for those that know what formatting really means.

Just to clarify a little further, formatting a hard drive effectively erases it. After a drive has been formatted, it can either be used for storage or an operating system (Windows) can be installed.
