How do i access File Allocation Table (FAT)?

Specs: Windows Vista
i'm looking for a file i deleted and have tried every freeware out there to recover it. i do not think that it has been completely erased from my hard drive yet, but all the software on my USB drive (i downloaded to a drive so-as not to overwrite it) seems to think it is.
so, is it possible to access the FAT? and if so, how?

Accessing the FAT wont do you a lot of good unless you understand exactly how the FAT works. All you will see is a lot of numbers that will mean nothing unless read in conjunction with the directory entry. You can view the directory enter with a sector editor. Win Hex is a good one. although what good it will do you is doubtful.

If you manually deleted the file then it still exists in the recycle bin. Have you looked there? When a file is deleted it first goes into the recycle bin and is not actually deleted till it is removed from there.
