"Which" fans: CPU, PSU, Case fans, vid card fans, what???

If it is your case fans, then I am thinking they are getting their power directly from the PSU. You will probably need to connect them to motherboard headers for the system to power them down automatically.

I don't understand it either, Jam. Maybe some wise person can explain the rationale behind it to us.

There is no rationale behind standby or hibernate on a desktop...just another source of problems.

Turn the thing on and leave it on or turn it on when ya wanna use it and turn it off when ya don't.

Or you can leave it on, and when you are about to leave it alone, Just go to control panel and go to power options, and then on power schemes you could just click down to minimal power management and it should be good to go, and it wont take much power.
