Horizontal lines & streaking

Hi, I have a problem with my laptop screen, there are two broken horizontal lines across the screen about 1/4 way up. When scrolling up these lines streak up the screen after a few seconds the streaks disappear and just the horizontal lines are left. Anybody help?
