Horizontal Lines appear on screen when booting Laptop

Specs: Windows 7
When I start my laptop on a cold morning, I get a band of horizontal "static" at the bottom, about 1" wide, that slowly decreases and is usually gone by the time Windows 7 desktop is fully loaded. It's an older model, Dell D-630, w/4 GB RAM and 1 TB HD. I thought it might be related to a failing hard drive, but I swapped that one out for a new unit, and the issue remains. As it goes away after a few minutes, it's not a big issue; and it only happens on cold days. But it is annoying. Can it be fixed?

Difficult to say but my best guess would be the video module or something close to it. The screen itself is another possibility. It would be worth trying an external monitor to prove the point.

Clearly a hardware fault but I doubt you need me to tell you that.
