Hl-dt-st-dvd-rom gdr8161b not working

Specs: Windows XP
MY HL- DT-ST DVD-ROM GDR8161B is not working. I put disk in it doesn't run. The light doesn't come on. And when I click on local drive (under my computer icon) it doesn't even show that there is a disk in it. the message reads: Windows cannot start this hardware device because its configuration info (in registry) is incomplete or damaged Code 19 What do I do?

Right click My Computer icon and select properties. In the menu select Hardware / Device manager. See if there is a yellow caution mark next to your player. If there is, try right clicking the drive and select update driver. if that doesn't work, try uninstalling it and reboot and see if windows can pick it up when it reboots. if that doesn't work, check the cable connections inside the case and maybe swap out the cable. If that doesn't work, buy a new one....

I did all that and I still have the yellow explaination mark beside it. HP also recommended that I push F1 at the begining of reboot to pull up the bios. I did this and it is listed in the bios and I entered to reset default settings as they suggested. Still no good.
