How much memory do u have? How much is used and available?
-Disabling un-necessary services & start up items
-Sometimes a virus can cause high mem usage so make sure u have good AV software installed and it is updated. Run full system scan.

Task manager will tell which item is eating too much RAM.

The simple answer is you don't. Windows will use as much memory as is available. It is designed that way. Unused memory is just wasted space.

However, a bit more detail will help you get a more reasoned answer but you may be worrying about something that doesn't matter..

we know nothing about system specs.
high memory usage can be caused by many things.
If u are running windows 7 for example u need a minimum of 1GB and 2GB to run it perfectly fine, it could some process eating up ur memory, so check in task manager and run a full system scan with malwarebytes to determine if u have an infection
