Hi
Sound blaster Audigy 2 should fit the bill nicely.

6.1 surround sound , personnally cant tell the difference between 6.1 and the new 7.1

the card supports THX and dolby digital

but! buy decent speakers ,otherwise your wasting your time.

There are plenty of decent PCI soundcards available for $20 or less. The Sound Blaster Audigy 2 sells for about $75. Watch for compatibility issues if your motherboard is based on a VIA chipset.
