you should get a meter and test it yourself or maybe its time to get a new power supply mine is similar to yours, if your computer works fine, don't fix it
well its making my pc beep hi/low pitches when i play planetside and its getting annoying

The supply isn't regulating properly, as you indicated. It will probably cost more to repair than to replace. I would look for a new supply with 450 watts. If you continue to use it, it may damage your system. Low voltage can be as bad as high voltages.
