help red lights are on

this is the problem i got a new amd motherboard. i bought a processors which i think is used but brand new and in working condition. I connect the motherboard to the powersupply and put one stick of ram and a video card. then i added the processor which is 650 mhz.i just wanted to test it out so i didn't put any harddisk just a floppy.
I turned on cpu and only 4 red lights come on in the motherboard which means power is on and the bios system is starting but it doesn't. so it said the processor is damage or something. I dont what to do.

the motherboard is amd athlon slot A and the processor is 650mhz amd. the ram i use is pc100.
there is no beep nothing just the supply fan running. I tryed cleaning the processor the slots and the reseating the ram and video card.
nothing is working expect those 4 red lights.
is that a sign that the motherboard is dead or the processor

plz help!!!

Try clearing your CMOS.
