Help laptops wont power up

i have 2 laptops that wont power up. In both instances i have tried with both good full charged battery and plugged into ac adapt.
1. is a dell latitude CPi P2: this one gives an error beep sequence of 5-2-1 which i have been unable to find a descript of..
2. is a dell inspiron 3800 P3: this one just makes a high pitched whinning noise as long as the power button is held down, no beeps, and it stops making noise when you relase the power button

Maybe a dead motherboard battery or video problem.
You need to get a hold of the motherboard manual, maybe at the manuf web site and it will explain the beep code sequence, as some manuf use different codes.
