Help laptops wont power up

i have 2 laptops that wont power up. In both instances i have tried with both good full charged battery and plugged into ac adapt. 1. is a dell latitude CPi P2: this one gives an error beep sequence of 5-2-1 which i have been unable to find a descript of.. 2. is a dell inspiron 3800 P3: this one just makes a high pitched whinning noise as long as the power button is held down, no beeps, and it stops making noise when you relase the power button Thanks in advance for any help.
Maybe a dead motherboard battery or video problem. You need to get a hold of the motherboard manual, maybe at the manuf web site and it will explain the beep code sequence, as some manuf use different codes.
