HDD Does Not Boot

Intel Processor - 1 x intel pentium dual...

Specs: Windows Xp, p4,256ram
Any one is here who can help me???
my computer HDD is crashed(I think so) due to electricity problem. It does not boot. At the start up it gives error massage (A disk read error occurred Press Ctrl+Alt+Del to restart).when restart, again the same. When I am trying to install a fresh copy of window. Then it show the all partitions but unknown & after selecting any partition for window, the following error occur (An error occurred while setup was updating partition information on: 76348 MB disk 0 at Id 1 on bus 0 on atapi [MBR]. Setup cannot continue. To quit setup, press f3.)
please any one who know anything about it please reply please please please please please please please ………… coz my local h/w s/w dealers does not know anything about it. They say me to buy a new HDD ……………

Start with ultimate boot cd and use some of the tools to get more info. Look also at voltages in bios if shown or get voltmeter readings along with maybe some temperature readings.
