HD possible failure

Specs: Windows XP, 3.166 GHz / 4093 MB
Working on my neighbors Dell Dimension 8400. Will not boot. I get a BSOD with error STOP: 0x0000007B. Cannot get into the Recovery Console to do a Repair using the Windows XP disc. It will not boot into the Safe Mode, Safe Mode Command Prompt, Last known good configuration, or anything else. I was able to get into the HDD Diagnostic program and it came back with a Fail: Return Code: 7. Can I pretty much assume that the hard drive has failed at this point?

if diagnostic software report error then hdd is bad. Use linux live cd to recover data.
