A floppy version of Windows XP Home would need something in the region of 500 floppy disk. So you are not going to get one. The last version of windows to be issued on floppy disk was Windows 95 and that came on 26 floppy disks.
As OtheHill suggests, Dell will supply all the hardware driver files you need but you are not going to get them on a floppy.
